"Highlighting" is a function of non-plaintext email, most often HTML in the modern world but also sometimes other proprietary formats (e.g. older Outlook) or other "rich text" formats that have lost the competition to HTML, such as the "text/enriched" format. Most mail composers using HTML in email use a "multipart/alternative" structure which includes both a HTML version of the message and a plaintext version, so that mail readers can display the mail even if they do not support HTML. For a variety of reasons, some mailing lists are configured to strip out the HTML part of multipart/alternative messages. Many users (including myself) also preferentially only display the plaintext version of multipart messages and so only reply to what is in that part. Because any "highlighting" is only present in non-plaintext email, lists and users who stick to plaintext do not see or preserve that highlighting.
