The issue isn’t that the mail providers think that DMARC demands they check even if not asked, but that they have made the decision that mail without SPF/DKIM verification is too likely spam, and that users are naive enough that alignment to just envelope sender is too likely to be phishing, thus mail that would fail a DMARC check isn’t considered safe.
