Wouldn't have even thought about responding because of the openPGP
involvement but when I looked at the video that is exactly what I see.

I've now updated to Sierra, but I'm still not able to reproduce this
issue. I'm thinking it might be related to a certain combination of
Composer/Security settings. I've written to Sean to get more
information, but you are also welcome to send me more information off
list, for example, screenshots of the Composer/Security preferences
panes.
