Not exactly.

1. start the old mac in target mode (hold T)
2. connect via firewire 

OR

1. start the old mac normally
2. connect via network cable

Then:
1. on the new mac, logon with a user ID not identical to your user on the old 
mac
2. initiate transfer from the old mac: https://support.apple.com/en-us/HT204350
