All in all I consider Textexpander buggy ...
I use Alfred for text expansion alongside 1Password for secrets. Every
now and then, I noticed my snippets wouldn't work and chalked it up to
some weird bug. However, one day I found a message stating the
text-expansion was "locked by secure entry"[1].
It _might_ be related to your problem. Note that I wasn't using a
hot-key but rather was simply allowing it to detect a phrase like
`p-sig` or `v-sig` and then just expand automatically.

thanks, I’ve been using that one and the keyboard short cuts
sometimes just don’t work.

This is what I do, except that I also copy the message to a
"Stationery" mailbox (the term Eudora used), to make it easy to
find.
When I want to send such a message, I select it in the
"Stationery"
mailbox and then select Edit as New Message under the Message
menu.
