My headers also scroll with the message like Max and Michael.
Vanilla MM Version 1.14 (5757), up to date Big Sur OS
I can’t find anywhere where this behaviour might be customized.

If you have a custom layout for messages, that may be the root
cause.
If we're talking about the From/To/Subject scrolling off the top of
the screen when a message is long, that's how my MailMate behaves
too - and I don't think I've ever done a custom layout for messages.
This is a pretty recent reinstall, and I haven't tweaked much. :)
