I do believe the following is what is needed (as you already tried):

Are you sure nothing is overriding the setting in your GPG setup?
You can check out how MailMate is calling `gpg` and then replicate in a
Terminal window. This way you can reproduce the issue without MailMate.
I suggest fetching the latest test release first (given you are on r5809):
