Tested it here without even opening a message in the inbox, just
toggling and hovering from a message in this list. Clearly different
things happening here. At best it’s an unintended feature at worst, a
bug.
You guys decide. I’m leaving it for others to pursue. When further
updates occur (Test Builds, Beta) will try to test for it, now that I
know how to duplicate the issue and report back.

Confirmed, mostly, I think, kinda — definitely weird, not sure I am
getting e sequence worked out. The URL flashes at the bottom as
advertised… once white, once red. Stays stuck, so does not respond
to hover over another URL, and resets when I leave the message, ie.,
back to baseline when I reopen the message. And yes repeating:
Apple/M1 Ventura 13.1; MM 5933
