Eduardo, I have also seen this happen when the person in question is overloaded or working on other issues. For example, I had a client that got a spamhaus block and the spamhaus operator assigned to it was working with law enforcement on another issue at the time and we had long pauses inbetween replies. Usually not much you can do in that case.
