Yes and no, no and yes. The root cause of this was a bug in the resolver in the C library on OpenBSD. That bug was triggered when Hotmail's MX's were assigned greater than 16 IP addresses. The current revision of OpenBSD (5.7) has this fixed. Some older revisions (e.g. 5.5) don't, but there's a patch for the relevant code that backports the fix. However, as of the last 24 hours, Hotmail has reduced the number of A records per MX to 14, in the zone with serial 2015052801, so anyone running the buggy code won't see the bug manifested.
