I have seen them blacklisting some outlook.com IPs too recently. So they may have changed their rules.

Needless to say: My IPs are not listed as having a ‘poor’ reputation
(and the exact same mailservers accept mails from the same IP only
minutes before and after to the exact same domain). I thought it was
just some DNS issues at a location we send to, but it persists at many
networks. It also cannot easily be explained by a ‘tight’ spamfilter
setting on a domain. So there seem to be some technical issues. The
question is: Where is the issue (Barracuda, its software, DNS, …)? Do
others have the same?
