If you give me the message-id, I can take a look.

In general, we fall on the side of sending duplicates on failure, instead
of trying to implement two-phase commits across services, with the
expectation that the receiving service will de-dupe the messages.

It's not clear from the above if that was a failure, or if the domain has
their forwarding rules set up wrong, though being about 5 minutes apart is
a good indication that there was a failure and a retry.
