The list maintainers prefer to not use this list for spam reporting, there is another list (probably a few) "[email protected]", and you can search the list archive for information on joining, however if you ARE going to report them, you should include a specific example type.

Also note, this range of a /24 has several operators, and you might like to show exactly which operator/ips are responsible.

And given that this is a French operator (Velia) that operates the network, [email protected] might be a start, not sure how their reputation is for responding, but you can try first there.
