They may change their mind, based on other mail seen or reputation changes after initial delivery. Not uncommon behaviour. That they're rejecting after DATA means they've seen the content, so may be suspicious of URLs in the body. Whether they see more of the same being sent to them, and whether they're coming from the same sources or not, and so on, may change their view of those URLs significantly by the time you retry the delivery attempt.
