Not necessarily from outlook.com, but overall yes. There has been a lot
of these going around lately.

Interestingly the passwords seem to be correct sometimes. We have
multiple reports from users that were scared because of that.

Most people's guest is that the data comes from a hack of some website
where users used the same email address and password as they use to.
