It made me go look carefully at the message headers, and then the message encoding, where I realized that the charset=windows-1251 may have caused the message to be dropped at Large Organization. An appropriate search found other instances reported online, with a workaround for Outlook (disable automatic encoding selection) that the on-site engineer will test soon.
