I've long considered Twitter to have some of the fastest ~> highest signal regarding outages. Searching for the company name in question almost always reveals hits. The questions are how many hits, how recent are the hits, both speak to how relevant the hits are.
Of course there is an extremely high noise floor lowering the overall signal to noise ratio. So your mileage may vary.
