As everybody involved refuses to cooperate in solving your customer's problem, maybe you or your customer needs to use legal tools to get them to cooperate. I don't get exactly what your customer's problem is, but if there is some kind of damage done to their reputation or data privacy it should be possible to file a criminal charge against unknown persons (listing the involved parties as possible accomplices) which may enable ways of getting the identity information currently withheld by the involved parties.

Consulting a law expert may be a good idea, I'm not one and I don't even play 
one on the internet.
