S3150 is a Consumer block, not an Office365 block. It's critical to keep the difference clear.
Trying to delist at the Office365 delisting portal will have absolutely no effect what so ever, seeing as in Office365, the IP reputation is clear. The issue is in OLC, and one needs to use the Consumer, aka "Hotmail" portal to delist, and then there are a few steps.
