We briefly considered that and decided against it because the vast majority of actual DMARC records will continue to work unchanged, and long experience says that if you try to change the version number, you end up living with the old and new versions forever. (REQUIRED -> RECOMMENDED for p, removal of pct, rf, and >ri), or does that not constitute a change? In practice pct turned out to be impossible to implement so most people didn't try. The required->recommended for p= is to make it consistent with the _report._dmarc records in section 7.1 of RFC 7489.
