Not for us in UK.  Of MXs that give
  451 4.7.500 Server busy. Please try again later from ... (S77719)

about 50% self-identify as EU, but also many from
eop-AUS01.prod.protection.outlook.com
namprd02.prod.outlook.com
eop-gbr01.prod.protection.outlook.com etc.  So no correlation for us.
It's throttling that causes delivery delays of over 10 hours in some cases.

Problem began around 0100 UTC.  MS has little public apart from
