That's mentioned in pretty much any guide, FAQ or article regarding use of

OTOH, UCEPROTECT-L3 is a strong sign there's something bad with the ISP and/or its customers (same as UCEPROTECT-L2).

Of course you should only use it at SMTP level if feel your mission is to educate ISPs (or, not use it as decisive, just one of signs).


The ISP in question should prevent its users from spamming, one of way is blocking end-users from accessing port 25 outside (end-users should use authenticated services like submission/587 or submissions/465).

Most of the time, only mail servers need port 25 access.


And my experience says the ISP into L3 gets individual IPs blocked more easily - it seems that some companies use indices like this to make faster decision about blocking individual IPs.
