I completely agree in the absence of internationalized mail. I guess the best course of action is to support 8BITMIME, but to use it if and only if it is needed to support SMTPUTF8. You could argue that this doesn't really matter because nobody relies on internationalized mail, but that leads to a chicken-and-egg problem - if nobody implements it, nobody cares about it, and if nobody cares about it, nobody implements it.
