In the past, I've tried to direct abuse reports at OVH both through mail and
through the web form, and finally came to the conclusion that just like Rob
Kendrick I simply don't have the time to fill out web forms or go through
registration processes just to send a heads up when some of your customers are
bad apples - especially considering the observation that such reports don't
seem to have the desired effect, as indicated by the number of long-running
spam and scam operations sending from OVH servers.
Last night I sent a complaint to ovh.us (without attachments) and about ten
hours later I received this response:

Thank you for contacting OVH US. If you are submitting an abuse or DMCA
takedown notice, please know that we will investigate and respond to your
notice in a timely manner
Your request id is Ticket 534846.

Signed from zendesk.com, the message has an In-Reply-To:
<[email protected]>, which is obviously not the message ID I sent. In
fact, I can only assume the reply is to the last message I sent them, there is
no usable reference.
I never went through any registration process at OVH.
Best
