Yes, but less hitting of RBL is better than relying on RBL, that is how you
say "passing the buck".
We run milter-regex on 25 so mx-ins just catch cable dsl senders, had to
modify postfix before to use also with 587 and 465 and now catching 99%,
reducing my reliance on hitting spamhaus, since it is all our duty to stop
garbage as much possible before get to RBL test

When block comcast ASN, problem went 1800+ to 250/hr yes wack-a-mole game
is tiresomes, but milter-regex is doing well catching rest now with little
reliance on RBL
