It would be improper to refer to Cloud Innovation as anything other than
an email spam operation. Regardless of what they advertise themselves to
be, that is their primary function. Any IP range connected to them needs
to simply be dropped. There will be no negotiating with them or seeing
them respond to abuse complaints.

If I got this right, Cloudinnovation LTD is a brand of Larus LTD which
are right now in a legal dispute with Afrinic. So the issue I am seeing
could be affected by that dispute.
If I notify: ab...@cloudinnovation.org of a noticed spam outbreak from
an IP address under their control, I mostly get the reply that they are
not in charge for the IP range in question and I should contact the
abuse contact according to the IP registry.
I then open a ticket with Afrinic and ask them to check whom they
assigned the IP range to and ask them to provide the correct abuse
contact.
Afrinic comes back and tells me, they checked with their customer and
he stated ab...@cloudinnovation.org is correct.
I then put both parties in CC and send them the emails from the other
party telling the opposite. Escalation ends up with Larus Ltd not
wanting to communicate with Afrinic and vice versa and staying with
their statement contradicting the other party and that they are right
and the other party wrong. (I guess because of their ongoing legal
dispute).
Of course, it is challenging to address abuse with this situation.
IP ranges affected are usually announced by AS137263 Netease Ltd in
Hong
Kong. I guess they most probably are the correct abuse contact.
Is any legitimate traffic originating from AS137263 or would it be
advisable to just increase the SpamAssassin score for email traffic
from that AS?
