Simple serious question: why do you care?

I'd be shocked to find a meaningful number of sites or users behind systems using spamrl.com to block email. They offer no details about how to use it and no reason to believe that they are anything other than an extortion racket.

I've entered a delisting request but I'm curious what it is and how one even does lookups against this RBL?

It's not in the list at mxtoolbox or anything else I'm aware of.
