I'm not a Microsoft employee - all of the following is just surmised
info - educated guesses...
...but It's my understanding that the business side and the consumer
side of Microsoft's spam filtering is essentially two different
departments - but with much overlap, too. I recall hearing at some point
some years ago - that they had plans to merge these two together into
one department and one technology - but I get the impression that they
made progress towards that - but then essentially abandoned or postponed
that goal.
Meanwhile, I also get the impression that Michael Wise works more on the
business (M365) side, and not as much on the consumer (outlook.com and
hotmail) side. So I think when he says things like "I no longer can
comment on the Consumer side of the house" - a huge part of that is that
he simply doesn't want to comment on the part he isn't as familiar with
and/or he doesn't want to get in trouble with another group at Microsoft
where he might not know all their rules for public discourse. (It's hard
to keep up with EVERYTHING!) And Microsoft's spam filtering department
is huge, with lots of people and lots of "moving parts".
So it's no wonder that Michael Wise is probably trying to be cautious
with his every word, likely erring on the side of saying too little than
too much, especially when it involves the consumer side, where he's
likely not as familiar with that side as he is with the Business (M365)
side.
Therefore, we're fortunate that he participates as much as he does. It's
a good deed that could easily be overly punished.
