Funny, we just got this S3150 error, too. In our case our small office external mail relay recently was blocked for about 3 days. This is a low traffic mail server. We never send bulk mails. We have a _very_ low rate of mails delivered to any outlook.com domain and we didn't have any delivery failure, at least in the past week. Feb 11: 8 mails delivered successfully, 0 errors Feb 12: 8 mails delivered successfully, 0 errors Feb 13: 11 mails delivered successfully, 0 errors Feb 14: 0 mails delivered successfully, 0 errors Feb 15: 1 mail delivered successfully, 0 errors Feb 16: 7 mails delivered successfully, 0 errors Feb 17: 7 mails delivered successfully, 0 errors Feb 18: 8 mails delivered successfully, 0 errors Starting with Feb 19 in the morning, we suddenly saw the S3150 error. Feb 19: 0 mails delivered successfully, 4 mails with dns=5.0.0.0 and S3150 errors Feb 20: 0 mails delivered successfully, 7 mails with dns=5.0.0.0 and S3150 errors From today morning is suddenly started to work again. Up to the current point in time the mail relay has delivered 3 mails to outlook.com domains successfully. It is not listed on any public blocking list and various publically available SPF and DMARC test tools tell us the configuration is fine. Why? If it's an absolute rate limit it must be very low. 8 mails per day? Are you kidding me? If it's a rate limit after mail delivery errors: there was no error, at least in the past 10 days. Another point: The sender gets a bounce mail which states the S3150 error. This mail also refers uthe sender to the Website http://mail.live.com/mail/troubleshooting.aspx#errors But this site only gives a server error (timeouts or HTTP error code 500 "Internal server error") There is something very strange going on.
