I tried from four IPs in Finland (which is where their box is, in
the Hetzner Finland datacentre). My primary is provided by Telia;
unsuccessful. My secondary is in a different Telia network; also
unsuccessful. I have a small VPS inside Hetzner here in the same
DC, although in a totally different IP address range; successful
from there. Also an IP in a range provided by AS39699 Lounea was
able to connect to it.
I'd hazard a guess that your subscriber needs a clue in firewall
management, and that whatever it is, it is not forced upon them
by Hetzner.
