Hi list,

we are in the middle of warming up a set of new outbound IPs, and we've
been getting TSS04 deferrals from Yahoo/AOL for several months now:

421 4.7.0 [TSS04] Messages from <IP> temporarily deferred due to unexpected
volume or user complaints - 4.16.55.1

Some context on our sending:

- All of our mail goes to opt-in subscribers only. Users subscribe
voluntarily to our alerts on our own sites.
- We honour unsubscribes immediately and suppress those addresses.
- We consume and honour ARF/FBL reports and suppress the complaining
recipients.
- Sender Hub shows us below the thresholds Yahoo considers spam on every
metric we can see there.

We've spent months adjusting the warm-up: slow, steady daily volume
increases, backing off whenever the deferrals appear, and holding at very
low volumes for long periods. None of it produces any improvement.

We've contacted Yahoo support three times through the contact form, and all
three times we received the exact same canned response, with links to the
FBL, best practices and the error-code page, and the suggestion to get back
to them if the issue persists.

Reading If anyone has found a way out of this loop, or if someone from
Yahoo could reach out to me off-list, I'd really appreciate it.

Thanks
Tomas
