Labs has always been available. It's just that you have to explicity enable it.
- Go into your domain management. - Hit the Domain Settings tab. - Scroll down to the settings: "New Services and Features" . Enable the two features : "Automatically add new Google Services" and "Turn on new features" I'm hoping that "Turn on new features" will make the themes work on my account since the explanation for the option says "Turn on new features in this domain as they are launched to Google Consumers." With those settings, the labs feature works in my Google Apps account.
