I haven't seen the setting yet. However, you'll need Google Gears to use it:

   - Download and install Google gears http://gears.google.com/
   - go to the preview builds thread and download the latest version (it
   loads Google Gears)
   - Disable the offline indicator under "Preferences/Advanced"
