Google's implementation sort-of supports substring matching.If you have
label that has several words, it'll search at the beginning of each word.

Example labels:

   - private
   - fun and pleasure
   - can't login

When you type: 'p' it'll match 'private' and 'fun and pleasure' (see
screenshot for another example).
