You need to extend the PKG_CONFIG_PATH to
/opt/csw/X11/lib/pkgconfig for 32 bit
/opt/csw/X11/lib/64/pkgconfig for 64 bit
In GAR you can do this by setting the following variables:
EXTRA_INC = $(prefix)/X11/include
EXTRA_LIB = $(prefix)/X11/lib
EXTRA_PKG_CONFIG_DIRS = $(prefix)/X11/lib
