Yes, you're right. The cswusergroup needs to create the user/groups
before any files can be assigned to them (with ugfiles).
Ok, while the ugfiles handling is not more tightly integrated into GAR
one needs to also explicitly add the
cswusergroup class to SPKG_CLASSES.
SPKG_CLASSES = none cswusergroup ugfiles
This should be done automatically in the right order, yes.
