For the libraries I've maintain it looks like neither OpenSuSE nor Fedora/RedHat have any standard.

Some libraries are packaged as libLIBVERSION-UPSTREAMFULLVERSION-DISTROVERSION (like libMagickCore1-6.4.5.4-15.1.x86_64.rpm whih includes libMagickCore.so.1.0.0 from ImageMagick 6.4.5-4).

Others have libUPSTREAMMAJORVERSION-UPSTREAMFULLVERSION-DISTROVERSION (like libsoup22-2.2.100-50.23.x86_64.rpm which includes libsoup-2.2.so.8.5.0 from libsoup-2.2.100)
