If discussions on private mailing lists are tempestuous, it might be the other way around: people are less likely to watch their virtual mouth when talking in private. Another issue: having public archives of policy discussions might be important for newcomers, who might want to read discussions behind policy decisions. The main reason to have a separate mailing list would be the amount of traffic; I don't feel that the maintainers@ mailing list has too much traffic right now. We already have discussions about matters of policy. (Although some of them also start on pkgsubmissions@ too.)
