I hereby suggest that instead of spending another entire week on this nit, that we simply push forward with language that does not define the direction of the symlink. The language used should allow the maintainer at his/her discretion to symlink in either direction without running astray of the policy. The enforcement piece should centre only on making -L/opt/csw/lib work in a manner consistent with packages built with --prefix=/opt/csw. Good?
