The top varsity programs can send their second, third and perhaps fourth 
string sailors to the qualifiers and qualify, and to major Intersectionals and 
be 
competitive, and good for them for being able to do so. But is that best for 
College Sailing as a sport?

There are so many issues that can be addressed but the elephant in the closet 
is controlled rosters. Football, Basketball, Baseball and perhaps other 
sports as well have controlled rosters. College Sailing has no such limitation. 
One 
could argue that that's because a College Sailing team can compete in 
multiple competitions on a weekend. But perhaps it's the reverse, i.e., 
colleges can 
compete in multiple regattas because there is no limitation on rosters.

If College Sailing teams were restricted to "X" number of sailors, would some 
of the talent spill over to other schools? I don't know the answer to that 
but it would be an interesting question to research.

This is apart from the original proposition offered by Dan but it points out 
that many issues exist and for College Sailing to grow equitably, perhaps a 
blue-ribbon panel of hopefully nonpartisan individuals should be appointed to 
explore the College Sailing business model.
