From the NEISA schedule writer, thanks Dan, for putting so much time
and thought in this and getting such an early start. It helps me with
ideas for the NEISA schedule.
I like your 2x2 regattas. Back when I coached in MAISA a million years
ago, it seemed every regatta was some sort of elimination regatta. It's
great to see so many regattas just for really fun exercise and competition.
In NEISA we have some similar issues. The spring season has become a
real problem. The solution is not to start earlier due to cold weather
and academic opportunities, nor go later into exams. Sailing is not a
winter sport in NEISA, it is Fall and Spring.
I didn't like Gary Bodie's idea from 12 years ago about putting the
dinghy championship in the Fall but now that we have semi-finals
screwing up our spring season, I like it now. The advantages are: Less
crowded and shorter spring schedule, maintain fun spring fleet racing
including club level championships, and a perfection of what US college
sailors do best: race as a team. In the Fall the Hap Moore could go
back to a multi-division fleet race with Sloops, a keelboat schedule
could be developed between MAISA and NEISA with at least one, maybe two,
big boat events every week, the Timme's becomes the National Tournament
for teams just missing dinghy champs and so on.
Finally, please no roster limits. If our 60 Tufts student/athletes
became 30, where would the other 30 go...to schools that would cut them
or schools with no coach and limited facilities. They might not get
much coaching at Tufts but they get fun regattas, big fleet practices
and a fully organized varsity team with all the benefits of physical
education via the trainers room and other health and athletic
administrators.

I am putting this out for the second time to be sure that those teams who
have just signed up for the MAISA list can get it before the phone meeting next
Tuesday, the 23rd.
The Scheduler is called upon to produce a 1st Draft of the schedule for the
coming year at the first meeting of the Executive Committee in September. My
objectives in preparing my suggested schedule for the 2009 year were:
1. To deal with the changes brought on by the “Semis” for the Spring.
a. A compressed spring schedule
b. Loss of some events or traditional dates
2. Establishment of a system that fairly calls upon the big teams to
annually host the Luce and the Grant regattas exclusively for the teams not sailing
in either the War or the America. Note that of the 44 teams in MAISA, only 26
can run any events at all, 7 can host 18 teams, three can host 12 and just
five can host 10 teams.
3. To set up a system of rotations for the Spring Qualifiers and the Grant.
4. To enhance the spring qualifiers for the benefit of the lower ranked
teams by providing them with realistic, attainable goals.
5. Continued development of 2-on-2 team racing with priority scheduling for
the non-Prosser teams.
6. An easing of the Spring Schedule for further development of 3-on-3 Team
Racing for the Big Teams.
I have attached my proposal for the Spring season. PLEASE read it over
carefully and be sure you understand it. (Proposals beneficial to the small team
have been voted down in the past because key members of the E.C. never fully
understood the issues.) If you agree with implementing this proposal, PLEASE
contact your representatives on the Executive Committee and tell them so.
PLEASE read and take the time to understand the attachments. The Excel
program (4th Regional Prop for 2009) will help. Do note that there will be many
additions and deletions of specific events from the schedule before it becomes
final in November. Most certainly, we will probably want to add some fleet
races to the spring schedule.
