If you wish to *fix* packlists in MakeMaker without doing any major
changes, that's good.  Anything else, work on Module::Build.

Rule Of Thumb:  Don't waste your time on extending and improving MakeMaker.
Spend your time on Module::Build instead.

No idea.  I don't really like the idea of scattering .packlists all over the
place.  They really should just live in one place per Perl installation.
But that's what I'd call a major change.
