Supporting the broken dir-less Config variables:  No.  I don't want to
support bugs in devel releases of Perl nor encourage vendors to ship them.

INSTALLDIRS fallback:  A tenative yes.  I'll have to think a bit longer
about it before applying it, but I think I agree with the basic idea.
