Holy crap! Is this really the litmus test for core inclusion these days? Do we apply that standard to all modules? It certainly wasn't done for ExtUtils::ParseXS or ExtUtils::CBuilder (both of which were offshoots of the Module::Build project). They were just deemed to be helpful additions with reasonable interfaces, so they were added. I'd hope that same standard would apply here.
