There is a flag to control such behaviour:

        # Automatically add recipients of reminders to monitor list, if they 
are not
        # the handler or the reporter (since they automatically get notified,
if required)
        # If recipients of the reminders are below the monitor threshold,
they will not be added.
        $g_reminder_recipents_monitor_bug = ON;

I will set it to OFF on the demo site.  However, with this off users
will still get one email for the reminder.

There is also the following option:

        # access level needed to send a reminder from the bug view pages
        # set to NOBODY to disable the feature
        $g_bug_reminder_threshold               = DEVELOPER;

However, setting this to MANAGER or above, will mean that the feature
won't be part of the demo.
