The configuration for this is a little bit complex. 1) create all of your projects as Private. This means that users must be added explicitly to each project. Public projects are visible to all.
2) Give the users you want to be able to report bugs "Reporter" access on the projects above. 3) Under "Manage" -> Manage Configuration -> Workflow Thresholds, set the "Limit Reporter's Access to their Own Issues" flag. This will only allow them to see issues that they created. Those with "Developer" privileges will see everything. If you set a note to "Private" the normal user will not see it, but the other developers will. ...
