I have to admit that I’m lacking some knowledge about the OGR provider and 
ESRI. I probably just don’t know any better.

The ideal outcome would be to create a feature source out of the service and 
create viewable layers from it. So the actual maps and tiles, yes.

can I ask why would you want to be accessing text based (SOAP/REST) services 
via OGR?
are you trying to access maps/tiles or raw data?

If you used fusion (http://openlayers.org/dev/examples/arcgis93rest.html)
you could use the Rest API since it is based on OpenLayers.
