I think recent map-folk use the term "marginalia" a bit more loosely than those in the book world. Here is a sample discussion: http://www.icsm.gov.au/mapping/marginalia.html.

For most people dealing with books, marginalia would be comments or illustrations in the margins of the book, i.e. outside the printed area. In the case of early printed maps, although the designations for longitude and latitude are often within the neatline, people still seem to refer to these as marginalia.

"Marginalia" = the space surrounding outside of the mapped area.
