The divide by zero error in Layout used to be caused by MapInfo not finding a printer driver. Check to see if the Win98 machine has a printer defined as the default printer.  If not, I'd say install any printer driver and set it as the default.  If there is one, I'd try another.    You're on shaky ground here, because MapInfo 3.0 on Win 3.1 wants 16 bit printer drivers, which should not work at all with Win 98.  You might try installing an old 16 bit driver (and not be able to print, but not get a divide by zero), or that may be causing the problem in the first place! Another thing to try is to upgrade/patch MapInfo: patches are available at the http://www.mapinfo.com/solutions_and_services/free/index.html   Good luck!
