Most graphics programs let you specify the resolution of an image when you
save it in bitmap form (e.g. JPEG, bmp, tiff, gif etc.).  There are also
some really simple utilities for doing this with existing images that are
mainly intended for resampling images to be used on screen with web sites
and such.  They reduce the resolution of the image in a manner such that you
don't see any real affect on the screen.

A really simple tool is the resample button in Frontpage.  This drops the
resolution to about 72 dpi (I believe) while resampling the image in a
manner to preserve image quality as much as possible.

Reducing the resolution of an image registered in Mapinfo however is going
to affect the image registration which maps coordinates to pixel references
in the image.  I believe you would need to re-register the image itself, but
you then wouldn't have to modify data in any other table that is used as an
overlay on the image because these would already be geographically
referenced in themselves.
